Voss stared at her, and for the first time since he had walked into this hallway, something other than professional condescension crossed his face. He was a man who dealt in risk matrices and liability spreadsheets, a man whose authority was a function of his certainty — and this quiet old woman, in her faded cardigan and sensible shoes, had just cracked the certainty clean in half.
“Ma’am,” he said, forcing patience into his voice, “with all due respect, we have the best handlers on the staff. We have the best veterinarians. We have the dog’s entire file, his entire history. We have tried everything.”
